I Am Hearing A Transmission On 107.915

I have a strange off frequency signal on 107.915 here in London, I think it's something local but the signal is a little too constant to be an iPod Tx.
It's a loop recording of someone reading the news, there are two voices one English and the other American - for some reason they are using the BBC TV News theme. Here is a recording... the interfering station at the start (until I narrowed the filter on the lower side of the signal) is Radio Jackie on 107.8... https://we.tl/t-NhQ3I1n7QU

This transmission has be running all afternoon - I also have a blank carrier on 108.0.
The AirSpy HF+ SDR appears to have a bomb proof front end, so I have never had any images on the HF+ even from local end stop pirates, so these are not images.

Does anyone have any ideas as to what this may be?

its a fictional bulletin for a drama,
theres no such newspaper,
its nothing i've been watching so you can rule out the bodyguard

I realised that it wasn't a real newscast as no one talks like that when doing the news.

I thought it may be some kind of radio production training coming from a local office block that I know that produces advertising, so I took my little scanner with me when I went out, but there was no sign of any signal coming from the building.

Both signals have now disappeared - oh well it's just a bit more crap to contend with at the top of the band, it just adds to the 4 pirates now at the bottom of the band on 87.5, 87.6, 87.8 and 88.0. :x
