I can answer my own question - playback from SDR# File Play - whilst playing record the section you want with the 'native' recording option. It is recorded in the same folder as the SDR# program.

I could, it worked perfectly in RDS Spy and the SDR# native RDS decoder.
You can use any WAV file editor eg Audacity.
