Is this Arabic or something else? To my ears it also seems to have a slight Balkan intonation too.

As you can hear, the modulation is extremely low. Conditions at the time were pointing strongly towards Serbia and Bosnia.

I wouldn't say it's from Balkan. It might be Turkey region.

There have been suggestions that this is probably from Bosnia. It will no doubt remain a mystery.

I have a solution but there is a little doubt. it is only based on my experience and thoughts, could not find any proof.
what about this DW relay in the Ukraine? DW has arabic language on their schedule and MIGHT have a slavic accent.
the town is in the SE of the Ukraine, next to the border to Hungary and Romania. no frequencies found on DW.COM

Interesting. Certainly another possibility. Thank you PFM. I guess I will never know, unfortunately.

One thing is for certain. There was no double hop here on the 18th June.

first part is a prayer/koran quote in pure arabic, then into vernacular which is definitely not slavic but could be turkic or farsi
Bosnia has all kinds of minorities i never knew about including Turks
