Bayern 2 from Wendelstein is a common visitor here on MS. In fact it's the only German I have heard on 89.5 via MS.

On that frequency, also the followings are possible:

NDR 1 Welle Nord, Hamburg
hr3 , Hoher Meißner
big FM, Stuttgart

but none of them seems to fit with the voice you recorded

Good point PFM. I have never heard HR3 and Big FM on 89,5. That's surprising now I think about it, as I have had the Hoher Meißner and Stuttgart transmitters on other frequencies via MS. You have to love MS - completely unpredictable!
