My english is not perfect but i think may be a BBC World Service transmission but i do not find reference for the BBC WS on this frequencie also the transmission was received with the Hamsphere app i instal on a cheap Chinese android made Mediatek 10.1" phablette with 4G and 2 sim slots + sd card. A amateur friend also mention possible pirate station but i think not. Strange for the hamsphere app received this signal but my kenwood TS 850s &+ Welbrook loop antenne switched on same time did not receive. The hamsphere is good but can use much battery power so may be not a practical app for mobiles & phablettes

According to "FreeRadioDesaster" this is a typical frequency used by Radio Merlin, Zender Digitaal, Radio Bella Italia, Yoga Network or Radio Focus International.
There are also a few logs of Radio Cairo in French for this certain channel.

Hamsphere is simulated, not real reception!
no wonder nobody else heard this!
