At 27 seconds, there is a mention of "Felicidad", so it might be Radio Felicidad from Lima.

Hi John, I already heard VOA in Korean via HLAZ at 1700 in March 2018. Back then, that relay was new to me. No idea when those broadcasts actually began.

I'm quite sure a "Radio Alegria" ID (male announcer) is heard at 13 seconds, followed by an announcement by a female announcer that sounds like "Viva Peru".

Sounds like the latter part of a jingle is heard in the very beginning, so perhaps there is a little chance to identify the station by that.

If it was Venezuela, the language would be Spanish.

The language is Portuguese, however, indicating it's a Brazilian station. The time check sounds like "two hours and 24 minutes", so it should be UTC-3.

The style of music and sound of the language might fit to Radio Botswana indeed. The latter is quite distinctive and it reminds me of what was heard on 4820/4830 kHz about 30 years ago.

There is no call at 22 seconds but a sung "iHeart Radio" jingle at 23 seconds. As WBZ belongs to the iHeartMedia group it's quite likely them in my opinion as it's the most common US station on 1030 kHz to be received on our side of the pond.
